  WEBCAST APR 26 – CITI Governance – Social Media and International Governance: The UNESCO Guidelines for Regulating Digital Platforms 

  On Wednesday April 26 2023 at 11:00-12:30 EDT (15:00-16:30 UTC) the Columbia Institute for Tele-Information, as part of its Global Digital Governance series, presents a webinar ‘Social Media and International Governance: The UNESCO Guidelines for Regulating Digital Platforms‘.

  The many issues raised by social media platforms have stimulated calls for new governance mechanisms. Some platforms have responded by establishing self-governance systems like oversight boards, and some governments and regional bodies like the European Union have responded with laws and regulations, in particular for the largest platforms. At the multilateral level several initiatives are underway, in particular the United Nations Educational, Scientific and Cultural Organization’s (UNESCO) effort to develop Guidelines for Regulating Digital Platforms. The Guidelines are intended to promote regulations that both support freedom of expression and deal with content that is illegal and risks harm to democracy and human rights. This webinar assembles a panel of leading expert participants in the UNESCO debate and related discussions.

  The group will assess driving issues and interests, negotiation dynamics, potential outcomes and larger digital governance implications.

  WEBCAST JUL 15: HLPF 2022 Side Event: Preserving an open Internet to achieve the SDGs 

  On Friday 15 July 2022 at 1pm-2:30pm EDT (17:00-18:30 UTC) the Internet Society and Access Now will host a United Nations High-Level Political Forum 2022 virtual side event ‘Preserving an open Internet to achieve the SDGs: The Internet as an enabler for achieving SDGs 4 and 5‘.

  The Internet has proven resilient though gaps remain in bringing students and women online, among other impacted communities. According to the 2021 State of Global Education report by UNESCO, UNICEF, and the World Bank, the pandemic impacted traditional education models, affecting 1.6 billion children. Children especially in rural and remote areas were unable to learn remotely due to a lack of Internet access and digital technologies at home.

  Unfortunately, governments often see the Internet as a threat to be contained and splintered rather than a resource to expand universally. Access Now’s Shutdown Tracker Optimization Project (STOP) in collaboration with the #KeepItOn Coalition reported 182 Internet shutdowns in 34 countries in 2021, including the longest Internet shutdowns on record. Internet shutdowns limit women’s possibilities and aggravate inequality and injustice. For students, particularly girls, Internet shutdowns during school examinations remain a common practice hindering quality education worldwide.

  While the Internet is incredibly resilient, it is constantly under attack, which may limit our ability to grow and use it to its full potential, ultimately affecting the attainment of SDG4 and SDG5. Governments, businesses, and organizations worldwide are increasingly making decisions that could lead to a splinternet.

  This virtual side event will examine some of the efforts to expand access to the Internet and how they contribute to the achievement of SDGs 4 and 5, as well as challenges the Internet faces that undermine achievement of SDGs 4 and 5. This session will examine what needs to be done to ensure that everyone has unrestricted, inexpensive, and dependable Internet access.

  WEBCAST JAN 26-27: ICT in Education – A Caribbean Forum 

  On Wednesday and Thursday January 26-27 2022, the Caribbean Telecommunications Union (CTU) in partnership with the United Nations Educational, Scientific and Cultural Organization Cluster Office for the Caribbean (UNESCO) and the International Telecommunication Union (ITU) hosts ‘ICT in Education – A Caribbean Forum‘. The forum is intended to allow for the sharing of information on mutual objectives with respect to technology and education and to facilitate greater regional collaboration. It will also facilitate networking opportunities with technology providers and look at possible solutions to support the implementation of practical policies.

  ISOC-OECD-UNESCO report – The relationship between local content, Internet development and access prices #WSIS 

  Today, May 14 2012, a joint ISOC-OECD-UNESCO report “The Relationship between local content, Internet development and access prices”  was presented at the WSIS Forum in Geneva by Janis Karklins, UNESCO’s Assistant Director-General, Markus Kummer, the Internet Society’s Vice-President for Public Policy, and Taylor Reynolds, Senior Economist at the OECD.

  This important study finds that the three elements are inter-related and likely feed into each other in a virtuous circle: (i) better connectivity is significantly related to higher levels of local digital content creation. In essence, countries with more Internet infrastructure (at all income levels) are also the countries producing more local digital content as measured by Wikipedia entries and by web pages under a given country-code top-level domain; (ii) countries with more international connectivity have lower domestic broadband prices and countries with better domestic infrastructure have lower international bandwidth prices. The inter-linkages between the different elements lead to three key lines of policy considerations evolving out this research: (i) Fostering content development, (ii) Expanding connectivity, and (iii) Promoting Internet access competition.
