And that cloud providers will play a crucial role in hosting our data at scale and cost-effectively. For all these reasons, we can safely say that our data will be processed in the cloud, under the legal safeguard of the GDPR, and enforced by strong encryption without backdoors. But there will be challenges for all organizations: from a technical point of view, how to handle encryption keys? how to handle backups and restoration? Is it compatible with web applications? And from a legal point of view: will our current processes and practices compatible with GDPR? how to protect data while allowing internal and external controls?

Face à l’urgence climatique, la Commission européenne lançait, le 11 décembre 2019, son Pacte vert pour l’Europe, avec l’objectif de rendre le continent neutre en carbone d’ici 2050. Dans la continuité, inspiré par des rapports du Sénat, de l’ARCEP ou encore du Conseil national du numérique, le gouvernement français a présenté le 23 février dernier sa feuille de route “Numérique et environnement”, dont l’un des trois axes principaux est de “soutenir un numérique plus sobre”. Le numérique est considéré à deux niveaux : d’une part réduire son empreinte sur l’environnement et d’autre part pour le mettre à profit de la transition écologique.
Si l’ambition générale est désormais partagée, les mesures pour y répondre demeurent, elles, l’objet de débats. En cause : la difficile évaluation de l’impact du numérique, qui traverse l’ensemble des pans de nos activités. Si l’empreinte environnementale des infrastructures et terminaux est de mieux en mieux connue, l’évaluation des usages numériques pâtit, elle, d’un manque crucial de connaissances et de données. Alors que d’aucuns invitent à distinguer les “usages utiles” des “usages futiles” du numérique, il convient avant tout de s’accorder sur les termes de ce débat.
Qu’entend-on par sobriété numérique ? Quels indicateurs doit-on prendre en considération pour évaluer l’impact des usages numériques sur l’environnement ? Faut-il diminuer les usages ou diminuer leurs impacts ? Quelles conséquences ces initiatives pourraient-elles avoir sur notre conception de l’internet, et notamment la neutralité du net ? Sur les usagers et leur projection dans demain ? Certains usages numériques peuvent-ils, au contraire, participer de la transition écologique ?

Include2Connect’ as part of the run up to the ITU World Telecommunication Development Conference (WTDC), to be held in Addis Ababa from 8-19 November 2021. This session of the Road to Addis Series will aim to address the specific needs for Digital Inclusion of women and girls, youth and elderly, persons with disabilities, children, indigenous people and people living in remote areas to achieve true and meaningful universal connectivity. Another milestone for WTDC, the Connect2Include session will provide all the necessary answers to ensure that no one is left out in this movement for bridging the digital divide and gender gap with the transformative powers of the Internet and ICTs.
