On November 15, 2013 the Open Technology Institute hosted a Briefing on the Technological Impact of NSA Surveillance on Capitol Hill in Washington DC. The briefing provided insight into how the technology and regulatory environment has led to the current situation and the ramifications of that surveillance on society and governance overall, while also considering the challenges confronting the Obama Administration’s external Review Group. Beyond the well-known issues over civil rights, this will be an important presentation on the technological implications of surveillance, and the dangers policy makers need to consider as they look to reform the government’s practices. The panel also will feature the General Counsels of DuPont, Rackspace, and Walmart US who will speak about the effect patent trolls have had on their businesses. The panel will be moderated by Bernie Nash of Dickstein Shapiro’s State Attorney General Practice. The event includes a budget lunch and a cocktail reception. Admission is free. On November 4 2013 the Copyright Society of the USA presented the 43rd annual Donald C. Brace Memorial Lecture featuring Shira Perlmutter, Chief Policy Officer and Director for International Affairs at the United States Patent and Trademark Office. Ms. Perlmutter’s topic was From Paralysis to Progress: The (Useful) Art of Copyright Pragmatism . For most of our country’s history, copyright policy and legislation were largely immune from the partisan rancor that has long characterized other areas such as tax policy, social programs,and privacy protection. The organized revolt against recent efforts to enhance copyright protections, including the Stop Online Piracy Act (SOPA) and Protect IP Act (PIPA), underscores that things have changed. Panelists Derek Khanna and Ben, who come from both sides of the debate, explored the competing interests and ideologies that brought us here, and how the heightened role of politics in copyright policy is likely to play out. Known as a firm supporter of the film industry, amongst his final acts were the authoring and promotion of both SOPA and ACTA. The event will be webcast by GWU’s in-house a/v team.

VIDEO: Communications Safety Net – How Lifeline Connects Families and Communities @NewAmerica #fcc #LifelineWeek

This last week was designated Lifeline Awareness Week. Since 1985, the FCC’s Lifeline program has provided a discount on phone service for qualifying low-income consumers. In 2005, Lifeline discounts were made available to qualifying low-income consumers on pre-paid wireless service plans. Lifeline is part of the Universal Service Fund. In December 2012 the FCC announced it had saved $210m through aggressive fraud elimination, $41m of which was redirected to broadband adoption programs. The future of the program is under consideration by policy makers. On Thursday September 12 2013 more than 80 civic groups wrote to congress urging further support for the program.

That same day, the New America Foundation, along with the National Urban League and others, hosted Communications Safety Net – How Lifeline Connects Families and Communities – an event to bring together advocates and policy makers to discuss the importance of the Lifeline program. FCC Acting Chair Mignon Clyburn delivered a keynote at the event. Video is below.

e&cOn April 10 and 11 2013 the US House of Representives Energy and Commerce Committee Subcommittee on Communications and Technology held a hearing Markup of H.R. __, A Bill to Affirm the Policy of the United States Regarding Internet Governance While a similar resolution (against government regulation and supporting multistakeholderism) passed unanimously at the time of the WCIT last year, this attempt to pass similar language into law met with some opposition, as it might inhibit the FCC’s ability to regulate domestically, for example, net neutrality. The discussion highlighted partisan differences on the issue, but there was consensus that common ground could, and should, be found. Ultimately, it went back to the drawing board. Video is below.
