Governments worldwide use internet shutdowns to silence dissent and control the flow of information, from full nationwide blackouts to targeted regional or platform blocks, often with no legal basis cited and no public notice. Over the past decade courts across Africa, Asia, Europe and Latin America — in Zimbabwe, India, Sudan, Colombia, the Economic Community of West African States (ECOWAS) region, and at the European Court of Human Rights — have ruled that shutdowns violate fundamental rights, yet implementation of these landmark decisions remains sporadic or entirely absent.

On Tuesday, 15 September 2026, at 15:00–16:00 UTC, the Industry Network Technology Council (INTC) will host a webinar ‘NIST: Migration to PQC‘ as part of its Quantum Network Webinar Series. The National Institute of Standards and Technology (NIST) National Cybersecurity Center of Excellence (NCCoE) has established a Migration to Post-Quantum Cryptography project focused on supporting the adoption of PQC standards. This effort includes two major workstreams: Cryptographic Visibility and Risk Management – building comprehensive cryptographic inventories to guide migration strategies; and Interoperability and Benchmarking – supporting vendors and organizations implementing PQC algorithms. As organizations assess the threat of a cryptanalytically relevant quantum computer (CRQC), NIST has defined structured phases for PQC migration, along with practical guidance and FAQs to support adoption. This session, presented by Bill Newhouse, provides a roadmap for organizations to begin their PQC transition, grounded in real-world testing and collaboration with industry and government stakeholders.

On Friday, 18 September 2026 at 10:15–11:15 EDT (14:15–15:15 UTC), the United Nations Group on the Information Society (UNGIS) hosts ‘UNGIS: Stronger Together — Advancing Digital Cooperation Across the UN System‘, a hybrid thematic session of the WSIS Forum 2026, in NYC.

As digital transformation reshapes societies and economies, and the UN system reflects on becoming more efficient, agile and responsive, stronger coordination across UN institutions matters more. UNGIS is the inter-agency mechanism advancing coherent and inclusive digital cooperation, and the WSIS+20 review reaffirmed its relevance. Since the WSIS+20 Resolution (A/RES/80/173), UNGIS has set up the Task Force on Strengthening Financial Mechanisms for Digital Development, launched the Multistakeholder Consultation Group, submitted the Joint Implementation Road Map for WSIS–GDC Coherence to the 29th session of the Commission on Science and Technology for Development (CSTD), and welcomed UNICRI, UNODA, UNSSC and UN-OHRLLS as new members.

The session will present examples of inter-agency collaboration in connectivity, digital inclusion, digital public infrastructure, capacity development, data cooperation and emerging technologies, and discuss how UNGIS can support implementation of the WSIS+20 Outcome Document and the Global Digital Compact (GDC), with contributions from UN entities, Member States, the private sector, civil society, academia and technical communities on multistakeholder partnerships and coordinated support to countries.

On Thursday, 17 September 2026 at 14:00–15:30 UTC, as preparations continue for the Africa Youth Internet Governance Forum (Africa Youth IGF) 2026, young people across the continent are invited to join a consultation, ‘Africa Youth IGF 2026 – Youth Consultation‘, to help shape the Forum’s theme, priority issues, programme and expected outcomes. The Africa Youth IGF 2026 will take place on 2 November 2026 in Accra, Ghana, alongside the Africa Internet Governance Forum (AfIGF). The 2026 Youth IGF seeks to place young Africans at the center of conversations about Africa’s digital future, particularly as the continent navigates rapid developments in artificial intelligence, digital infrastructure, cybersecurity, online safety, digital rights, connectivity and emerging technologies. This consultation is an opportunity for young people to contribute directly to the design of the Forum before the programme is finalized.

Participants will be invited to provide input on:

  • The proposed theme for the Africa Youth IGF 2026.
  • The most important digital and Internet governance issues affecting African youth.
  • Priority topics that should feature in the programme.
  • Innovative and youth-friendly session formats.

On Tuesday, 15 September 2026, at 10:00-11:30 EDT (14:00-15:30 UTC), the Center for Technology Innovation (CTI) at the Brookings Institution will host a hybrid event ‘Can communities mitigate their rising concerns about data centers?‘, a conversation with Rep. Suhas Subramanyam, in the Falk Auditorium, 1775 Massachusetts Ave NW, Washington, D.C.

The debate over data centers – whether to build them, where to build them, and how they impact communities – has become a dominant issue in small towns and big cities, attracting national attention. While some communities have chosen to proceed with data center development, others have pushed back, citing opaque land use agreements, higher electricity bills, environmental concerns, and workforce concerns. Given that residents’ opinions are increasingly critical in the consideration of these deals, the question is whether industry, community, and government can ever get closer to agreement on data center development. CTI will bring together community, economic development, and technology experts to explore the role that communities must play in managing data center development.
