WEBCAST APR 4 – Digital Sovereignty and the Open Internet: Can they Coexist?

isoc liveOn April 4, 2025 at 10:00 EDT (14:00 UTC) the Internet Governance Project (IGP) in collaboration with the Quello Center host a webinar ‘Digital Sovereignty and the Open Internet: Can they Coexist?‘. Scholars of differing views to debate what digital sovereignty means, how it is being used as a label, and whether the various interpretations of the term are compatible with the foundational values of the open Internet.

Recently, new books and analyses have been published, including the book edited by Min Jiang and Luca Belli, Digital sovereignty in the BRICS countries (Cambridge, 2025), the volume by Johannes Thumfart, The liberal internet in the postliberal era (Springer, 2024), and a special issue of Policy & Internet on the topic, edited by Julia Pohle, Mauro Santantiello, and Riccardo Nanni.

2023 marks 25 years since ICANN‘s founding in 1998, and 7 years since the 2016 IANA transition made it a free-standing organization that is accountable primarily to its multistakeholder community.

The panel will consider such questions as: the transition’s geopolitical, interest group, and institutional consequences; the implementation of ICANN’s accountability framework and of Public Technical Identifiers (PTI), the ICANN affiliate created to manage the IANA functions; the challenges ICANN and its community have faced in responding to new pressures from technological change, industry demands, and government policies; ICANN’s role and engagement in the wider global Internet governance ecosystem; and the lessons of its experience for the future of multistakeholder cooperation in global Internet and digital governance.

The Multistakeholder Advisory Group (MAG) has designated “Avoiding Internet Fragmentation” to be one of the 2022 IGF’s five organizing themes. There likely will be many events on the program related to this topic, but what exactly does Internet fragmentation mean, and how does that meaning affect the actions that may be undertaken by states and stakeholders?

This session brings together prominent analysts and stakeholders from five continents, with varying and even divergent viewpoints, in the hope of working toward a higher level of consensus (or at least a more structured range of disagreements) on the core features, sources, forms, and consequences of Internet fragmentation, and what all these may mean for actions taken in response by states and stakeholders.

In the book, Will the Internet Fragment?, Professor Mueller argues that the fragmentation diagnosis misses the mark, and the rhetoric of fragmentation camouflages the real issue: the attempt by governments to align information flows with their jurisdictional boundaries. The fragmentation debate is really a power struggle over the future of national sovereignty, pitting global governance and open access against traditional territorial institutions of government. This conflict, the book argues, can only be resolved through radical institutional innovations. In order to save the internet, we need to move away from national sovereignty and towards popular sovereignty in cyberspace.
