Telecom Regulator in India (TRAI) has released a consultation paper ‘Regulatory Mechanism for Over-The-Top (OTT) Communication Services, and Selective Banning of OTT Services‘. In that context, experts would be deliberating on the issue of network usage fees, selective banning and their impact, OTT regulation and explore possible alternative solutions to address the issues faced by Telcos. This will be followed by open discussion.

The 53rd Report of the Parliamentary Standing Committee on Finance (PSCF), released on 22 December 2022, titled ‘Anti-Competitive Practices in Big Tech’, proposed the creation of a Digital Competition Act (“DCA”). CCAOI is facilitating this stakeholder discussion to bring forth more clarity on the proposed Amendment Bill and DCA and to deliberate on what more is needed to create a competition regulatory landscape in India that effectively balances sustainable competition, consumer interest while encouraging freedom of trade.

On Saturday 10 December 2022 at 10:00-10:50 IST (04:30-05:20 UTC) the India Internet Governance Forum hosts a workshop round table session ‘Secured Technologies for Empowering Bharat and Safe Internet‘.

The Indian government has introduced the Digital India campaign so that citizens are able to access government services electronically. It is also helping improve Internet infrastructure and create a digitally empowered nation. A key factor in achieving these aims is to ensure that online access is secure and trusted, and citizens can use these services confidently. Especially since in today’s digital economy, even a vegetable seller is selling and receiving money online, small businesses are expanding their online markets, people are accessing citizen centric services, women and girls are getting an opportunity to seek knowledge and get empowered, it is important that their communication and interactions remain safe and secure. Encryption and other security technologies help provide that level of confidence to users.

The round table will deliberate on how regulations should be framed so that secured technologies can facilitate the Digital India and other government initiatives.

On Friday 14 October 2022 at 3pm IST (09:30 UTC) CCAOI hosts an online discussion ‘Demystifying the Indian Telecommunication Bill 2022‘. The Department of Telecommunications (DoT) has released the draft Indian Telecommunication Bill, 2022 for public consultation. The Bill aims to create a comprehensive legal framework governing telecommunication by replacing the existing Indian Telegraph Act, 1885, the Wireless Telegraphy Act, 1933 and the Telegraph Wires (Unlawful Possession) Act, 1950. The Ministry of Communications had initiated a public consultation in July 2022 on ‘Need for a new legal framework governing Telecommunication in India’ and basis the inputs received have drafted this bill. Comments are invited from stakeholders on the draft by 20 October 2022. The objective of this discussion is to provide participants a better understanding of the draft bill and then encourage stakeholders to make submissions within the deadline.
