On Wednesday, 14 October 2026 at 16:00–17:00 CEST (14:00–15:00 UTC), the Centre for Digital Governance at the Hertie School hosts ‘Government Automation for Context-Specific Public Service Delivery‘, a presentation by Elsa Estevez (Universidad Nacional del Sur), online via MS Teams as part of the Digital Governance Research Colloquium. Governments worldwide use digital technologies, including AI, to automate internal processes and interactions with citizens, businesses and other governments. This can raise efficiency, improve decisions and make government more convenient for citizens, but can also cause harm: trading social value for economic gain, misreading citizens’ circumstances, and having to correct algorithmic errors. Drawing on 12 case studies across policy areas and local, national and supranational levels, the seminar defines government automation, presents a framework for how automation creates public value or risks ‘public disvalue’, and offers a model setting the scope of automation efforts and their key enablers.

SPEAKER
Elsa Estevez – Director, Institute of Computer Science and Engineering (CONICET-UNS); UNESCO Chair on Knowledge Societies and Digital Governance, Universidad Nacional del Sur
