WEBCAST MAR 23 – CITI Governance – Fair Share or an Internet Traffic Tax? The EU Telcos vs Big Content
On Thursday March 23 2023 at 11:00-12:30 EDT (15:00-16:30 UTC) the Columbia Institute for Tele-Information, as part of its Global Digital Governance series, presents a webinar ‘Fair Share or an Internet Traffic Tax? The EU Telcos vs Big Content‘.
In Europe there is heated debate whether a telco-proposed shift to a Sending-Party-Network-Pays (SPNP) system comprises ‘fair compensation’ or is in fact an ‘Internet Traffic Tax.’ It is at odds with current peering practices, would require further regulations that could favor incumbent carriers, and an EU shift to SPNP could ripple across the the global Internet. Today’s participants will lay out the merits of the respective arguments, assess the compatibility of SPNP with other policy frameworks and objectives, discuss alternative options for funding broadband rollouts and digital transformation, and, in particular, consider the potential implications of EU adoption for the global Internet environment and digital governance.
