isoc.liveOn Wednesday, 21 February 2024, at 15:00-16:00 UTC, the Noncommercial Stakeholder Group (NCSG) hosts a special event ‘RDRS: What is it and who the [bleep] is getting my personal domain name registration data and when? (Part 1)‘.

In November 2023, ICANN launched the official system for access to non-public domain name registration information, known as the Registration Data Request Service, or RDRS. Even though multistakeholder consultations took place during the creation of the RDRS, many questions remain, including, among others, how the system actually functions, the mechanisms in place for monitoring and controlling access to this data, who can actually request data and the role of the registries in fulfilling requests. This event provides an opportunity for the non-commercial community to to learn about the RDRS and how it is used by ICANN and some registrars.

NCUCToday Wednesday 14 January 2015, ancillary to the intersessional meeting of the Non-Contracted Parties House (NCPH) of the Generic Names Standing Organization (GNSO) at ICANN, the NonCommercial Users Constituency (NCUC) will hold an outreach meeting with Internet Governance interested people at the Center for Democracy and Technnology (CDT)in Washington DC. On the agenda, the IANA transition, accountability mechanisms in the context of globalization, human rights in internet governance, privacy and registry services, access to knowledge and intellectual property, freedom of expression and development, and ICANN in broader Internet governance, including NETmundial Initiative and the Internet Governance Forum. Cross-community panels will discuss recent Internet governance initiatives, core principles and road-maps for globalization and institutional innovation. It will discuss the promotion of cyber-security and human rights on the Internet, multi-stakeholderism and the role of governments, and key policy issues surrounding new top-level domains such as freedom of expression and intellectual property rights.  The conference’s subtitle recognizes society’s shared twin goals of security and freedom, and questions to what extent must society sacrifice one for the other. @NCUC @ICANN to House – supporting #NetFreedom = rejecting #SOPA !

NCUCTomorrow, December 15, 2011,  the U.S. House of Representatives Committee on the Judiciary will meet to markup and potentially vote in committee on H.R. 3261, the “Stop Online Piracy Act” or SOPA. Today the Non-Commercial Users Constituency (NCUC) of the Generic Names Supporting Organization (GNSO) of the Internet Corporation for Assigned Names and Numbers (ICANN) – of which ISOC-NY is a member – has written a letter to the House Committee expressing its profound concern with the proposed legislation, and the equivalent PROTECT-IP (PIPA) bill in the U.S. Senate, both of which would mandate the blocking and filtering of the Domain Name System (DNS).

In particular, the NCUC is very concerned with the provisions in both Bills relating to Domain Name System (DNS) filtering. As identified by numerous technical, legal and policy experts:

  • DNS filtering is often proposed as a way to block illegal content consumption by end users. Yet policies to mandate DNS filtering will be ineffective for that purpose and will interfere with cross-border data flows and services undermining innovation and social development across the globe.
  • Filtering DNS or blocking domain names does not remove the illegal content – it simply makes the content harder to find. Those who are determined to download filtered content can easily use a number of widely available, legitimately-proposed tools to circumvent DNS filtering regimes. As a result, DNS filtering encourages the creation of alternative, non-standard DNS systems.
  • DNS filtering and blocking raises human right and freedom of expression concerns, and often curtails international principles regarding the rule of law, due process and justice. Some countries have employed DNS filtering and blocking as a way to restrict access to the global Internet and to curb free speech.
  • The United States has historically advocated for freedom of expression and has been a strong proponent of online Internet freedoms. The United States Government has a significant responsibility to balance its domestic obligations and their potential global impact, especially with respect to Internet policy. Given its commitment to global Internet freedom, it would be detrimental to the global Internet if the United States were to insist on such an approach.

NCUC explains that the implications of legislation like PIPA and SOPA will be to have a negative impact upon the Internet’s design and can potentially create serious international political and legal problems. It will compromise Internet freedom held dearly by various organizations and institutions, like the OECD, the European Parliament, the Internet Society, and the Council of Europe – all of whom have committed to preserve this freedom and requested the United States to commit as well to preserving this freedom.

The letter ends with an appeal to the Committee to consider the viewpoints also expressed by a multitude of actors and organizations and not support legislation that undermines the global Internet.

ICANN 40 Wrap-up #ICANN @ncuc @InternetSociety

ISOC-NY members actively participated in ICANN’s 40th meeting, just held in San Francisco. Since we are both a member of the Noncommercial Users Constituency (NCUC) of the GNSO, and also an At-Large Structure in the North American Regional Organization (NARALO) we had plenty to keep us busy. The NCUC held a very good one-day conference on the prior Friday which really helped bring the issues into focus, and enable us hit the ground running. On the Sunday some chapter members remotely attended the ISOC Chapters and Members meeting thanks to Sabrina and the ISOC Chapters webcast team. geat to see so many Chapters represented and our new COO Walda Roseman! On the Monday we helped organize the NARALO Showcase at which Vint Cerf spoke – one of the most popular events of the meeting, well lubricated by refreshments courtesy of a generous sponsor (Google). On the Tuesday the NCUC and At-Large got together to mount a separate Internet Town Hall event to discuss emerging issues which also went well. Of course the main substance of the week was the pulling to bits of the Government Advisory Committee’s Scorecard. Gratifying progress was made, and in particular, common ground between At-Large and the GAC was established – so much so that it was agreed there will be joint discussions at the Singapore meeting in June – when, incidentally, the ICANN Board promised that the new GTLD process will absolutely be finalized. The other big issue was the board’s vote on the long delayed .xxx sponsored top level domain. ISOC-NY member George Sadowsky forcefully argued the opposing position, suggesting that a yes vote would only serve to tarnish ICANN’s reputation in the eyes of the world. However, the view that ICANN had to honor its own process – which had accepted .xxx back in 2005 – prevailed, and the Board voted to approve. An illustrated audio of the discussion is here or below:
