On Monday, 28 September 2026, at 13:30 BST (12:30 UTC), Media Defence, in collaboration with Access Now, hosts a webinar ‘Disconnected Justice: The Non-Implementation of Internet Shutdown Judgments‘, marking the International Day for Universal Access to Information.
Governments worldwide use internet shutdowns to silence dissent and control the flow of information, from full nationwide blackouts to targeted regional or platform blocks, often with no legal basis cited and no public notice. Over the past decade courts across Africa, Asia, Europe and Latin America — in Zimbabwe, India, Sudan, Colombia, the Economic Community of West African States (ECOWAS) region, and at the European Court of Human Rights — have ruled that shutdowns violate fundamental rights, yet implementation of these landmark decisions remains sporadic or entirely absent.
